As Canada’s foreign ministry faces a government-wide fiscal crackdown, an internal memo has raised a cautionary flag on the financial pressures that risk hampering the department’s ability to fulfill its role now and into the near future. A March memo prepared for and signed off by Foreign Affairs deputy minister David Morrison detailed six strategic risks facing Global Affairs Canada in 2024-25 and 2025-26. The briefing note was obtained by under the Access to Information Act.
