OTTAWA—Prime Minister Justin Trudeau opted against rejigging his cabinet before the Halifax retreat in a missed opportunity for his government. To have a fighting chance against the Conservatives, Trudeau needs to radically shake things up. Time, for him, is of the essence. As the polls suggest, a shuffled cabinet could help Trudeau gain support among a minority of voters. It also makes practical sense.
The prime minister must better showcase himself as the calm voice of accumulated wisdom and even-handedness—not as a routine politician mired in constant fracas. Cabinet ministers, meanwhile, could follow the advice offered by former Saskatchewan premier and Rhodes scholar Allan Blakeney.
