The District of Central Saanich is facing legal challenges from Park Place Seniors Living over the expropriation of a 2.2-acre parcel of land intended for new civic facilities. The district claims the land's value is $3.1 million, while Park Place disputes the appraisal and argues the combined value with an adjacent property is significantly higher.

A legal battle is brewing in Central Saanich, British Columbia, over a 2.2-acre parcel of land. The District of Central Saanich is seeking to expropriate the property, officially known as Lot A, for public use. The district plans to use the land to build new civic facilities, including municipal offices, fire and police stations, and other community amenities. This move comes after multiple failed attempts to negotiate a purchase price with the current owner, Park Place Seniors Living.

The district claims its appraisal valued the land at $3.1 million and stated it was prepared to offer a $4.64 million advance payment.Park Place Seniors Living, however, contests the district's valuation, arguing that the appraisal is flawed. They purchased Lot A in 2006, simultaneously acquiring an adjacent 2.6-acre property called Lot B. The company asserts that while both lots are legally distinct, their combined value is significantly higher. Park Place had long-term plans to construct a new seniors' facility encompassing both properties. They argue that developing Lot B alone would result in a smaller-scale project, compromising the optimal development of a long-term care facility.Central Saanich maintains that the expropriated land is strategically located and its vacant status will facilitate less costly development. The district cites the need for a new location for its aging public works buildings, some of which date back 60 years and exhibit structural deficiencies. Mayor Ryan Windsor emphasized the presence of asbestos and the evolving needs of the municipality, stating that the time has come to implement their plan. Despite the lawsuit filed by Park Place Seniors Living, the district confidently asserts that the property will officially be transferred to them this summer. They remain committed to securing a fair outcome for taxpayers and are prepared to resolve the matter through the necessary legal channels
