The motion, raised by Mayor Jeff Colvin, targeted three councillors for alleged conduct breaches.
Additional sanctions focused on Coun. Narayan, including a cease-and-desist letter, his removal from city committees and an investigation into Narayan for a Postmedia story where he called the numerous conduct probes a “witch hunt,” were also disallowed by the administrator.
“It had the potential to have a negative impact on my professional reputation. So I’m glad that things got cleared up pretty quickly. I’m very grateful, of course, to the administrator and the minister as well.” According to revised meeting minutes going to council next week, the six motions across two meetings that initiated those actions have been disallowed by the official administrator. Each of the dismissed motions were put forward by Colvin and voted in favour of by himself, Deputy Mayor Mel Foat, and councillors Stephen Hanley and Blaine Funk — who regularly comprise the controlling majority of council.
The mayor and council got their first glimpse at the findings of that investigation at a closed-door meeting with provincial officials on Nov. 2. Council now has until Dec. 9 to submit a response to the province regarding the report.
