had none of Toronto’s requested $235 million from Ottawa toward last year’s budget shortfall, nor any of the $933 million being sought from the federal and provincial governments to fill this year’s anticipated gap.
The city blames its deficit primarily on decreased transit revenue and rising shelter costs during the pandemic, arguing the federal government has a particular responsibility to pick up the costs because its immigration policies have put pressure on Toronto’s shelter system.
