Transit police issued 144 citations related to fare evasion from Monday to Thursday, an increase of about 200 percent from the same period last week, according to a Washington Post analysis of Metro Transit Policeriders who were stopped for fare evasion and failed to present their ID to police.
Metro’s enforcement comes after Mayor Muriel E. Bowser signed Secure DC, a bill that imposes harsher punishments for crimes including illegal gun possession, retail theft and fare evasion on public transit. Metro transit police can now require people who are stopped for fare evasion to provide their ID or name and address so officers can issue civil citations, which can carry fines of up to $50. If a rider refuses to do so, they can be arrested and fined up to $100.
Of the stations with the most fare evasion citations, four of the top five were in D.C., including Columbia Heights, Foggy Bottom-George Washington University, Benning Road and Brookland-Catholic University of America, Metro data showed. Transit officers in the Columbia Heights station issued 24 fare evasion citations — the most of all stations in the Metro system.The Post analyzed Metro’s daily police blotter data, which tracks all reports, arrests and citations.
Fare evasion has long been a source of contention for Metro, which has wrestled with declining revenue. About a third of Metrobus trips and 13 percent of Metrorail trips go unpaid, according to a Metro analysis, culminating in an approximately $40 million a year loss, or two percent of its annual operating budget.
