‘The only way to eliminate the risk to property and people and also to deal with the noise is to … have fireworks banned,’ says Mount Pearl Mayor Dave Aker.

“They were hitting the house with such impact and exploding that they rattled the dishes in the house — the house was virtually shaking,” Simms said. “Fireworks are an explosive device. They're very dangerous. I’d say you could put them on the level of firearms. … You have to have training to be able to buy those, or to buy ammunition and that sort of thing, and I don't think fireworks are any different,” he said.
In St. John’s, the city has a fireworks bylaw that also takes into consideration concerns outside of noise. For example, people are not permitted to throw fireworks in, into or on buildings, vehicles or public roads, and public places, and anyone discharging fireworks must have access to a fire extinguisher and bucket of water ready for immediate use.
“And we're trying to be practical on New Year's Eve — when this incident happened — because we know how popular they are, and until we can regulate and stop the sale of fireworks, the municipalities have kind of looked at this and said maybe we just need to create these two windows , and let the fireworks happen.”
