This bill establishes at least four regional processing centers in Mexico where migrants are interviewed. Following the interview, if migrants are eligible for asylum, they then cross the border and appear before an immigration judge who makes the final determination. The bill also adds 150 new immigration judges and 300 more asylum officers, ICE teams, U.S.

I doubt they would like the surprise of having to scramble for accommodations and humane services for an uncoordinated event.
