Senate Republicans cast the recommendations as a fair deal and the established position of the Biden administration. The situation is fraught with political overtones as the midterm elections approach. A strike and the economic disruption that would follow could hurt Democrats’ electoral chances. But Biden has cast himself as possibly the most pro-union president in history and is loathe to cross such a key base of political support.
