How should we define 'heritage value'? The multimillion-dollar cost to repair Canada’s official residences in the nation's capital is stirring debate.

OTTAWA—How much is our heritage worth? And how should we define what even qualifies as “heritage?”

One of those critical voices, historian David Dean of Carleton University in Ottawa, said that singling out these homes is an “old-fashioned, somewhat outdated vision of what heritage is.” “I would argue that that type of heritage is arguably much more important than preserving yet another residence of somebody.”

“You have a Canada that is changing demographically, but its heritage sites are only representing a small subset of that … Not everything that we did call heritage in 1960 or 1970 or 1980 will we be able to maintain forever.” Lord Lisgar, the governor general back then, recorded the troubles of Rideau Hall: “Water leaking in from the roof, and they would have to send people up to shovel snow off the roof. They didn’t have proper water piped in so they had to haul water in barrels.”“There have to be places to host important visitors important events. And Rideau Hall is a working residence.” She calls it “enormously impressive. It can showcase the best of Canada.
