The service, which involves health professionals visiting the homes of people dealing with mental health distress, is considered a better alternative to police agencies taking on the role of at-home mental health checks.
Despite Sullivan Curly advising against his role in policy that related to Medavie, including related to the mobile mental health file, Spidel continued to be involved in policy and operational discussions on the subject. “He did not fully and consistently comply with the recusal and delegation he initiated himself, which was subsequently widened by me to include all dealings with Island EMS."Although he later scaled back most of his involvement on the file, until fall 2021, weeks before the mobile mental health units were launched, he attended meetings with senior members of the P.E.I. government on the subject, including cabinet.
In the fall of 2021, Premier Dennis King asked Shauna Sullivan Curley to examine the possibility of a conflict of interest involving Mark Spidel.
