The Harris County Sheriff's Office outlined a number of changes that should alleviate the jail population and how long defendants are held prior to joining them.

The sheriff's office has already outsourced defendants to Louisiana. Plans to transfer a few dozen inmates to Garza County -- a Commissioners Court-approved project expected to cost $5 million -- started this weekend. By the time that's done, the number of outsourced inmates will add up to about 1,200.
