A Quebec coroner has ruled that a Haitian man who died while trying to cross into the United States from Canada likely died from hypothermia followed by drowning.

A Quebec coroner has revealed that a 44-year-old Haitian man, Fritznel Richard, who tragically died in January 2023 while attempting to cross into the United States, likely succumbed to hypothermia before drowning in shallow water. Coroner Andre-H. Dandavino stated that Richard was found deceased on January 4, 2023, in a ditch containing 45 centimeters of water near the U.S. border in St-Bernard-de-Lacolle, Quebec .

Richard had been residing in Montreal for two years but yearned to reunite with his wife in the United States. On December 23, 2022, he attempted to cross the border on foot through fields. During his journey, a severe snowstorm descended, and Richard called his wife, expressing his extreme cold, fatigue, and the agonizing numbness in his legs and feet. Tragically, moments later, his wife heard him fall and the call abruptly ended.Dandavino explained that although Richard was dressed warmly, he likely experienced hypothermia, which could have led to a loss of consciousness and subsequent drowning. The coroner classified the death as accidental and emphasized the grave dangers associated with attempting to cross the border in secluded rural areas outside designated crossings. Richard's unfortunate passing near the Roxham Road border crossing serves as a stark reminder of the perilous risks involved in such attempts
