MONTREAL — A Quebec coroner has determined that a 44-year-old Haitian man who died in January 2023 after attempting to cross into the United States likely succumbed to hypothermia before drowning in shallow water. Coroner André-H. Dandavino stated that Fritznel Richard was found deceased on January 4, 2023, in a ditch containing 45 centimeters of water near the U.S. border in St-Bernard-de-Lacolle, Quebec .
According to the coroner's report, Richard had resided in Montreal for two years but yearned to reunite with his wife in the United States. On December 23, 2022, he attempted to cross the border on foot through some fields. The crossing coincided with a heavy snowstorm, and during his perilous journey, Richard contacted his wife, informing her of his growing discomfort. He conveyed his feelings of intense cold, exhaustion, and the numbing sensation in his legs and feet. Just moments after this chilling call, his wife heard a loud thud followed by a sudden disconnection, signaling the end of his communication.Dandavino explained that while Richard was dressed adequately for the frigid conditions, he likely experienced hypothermia, which could have progressively impaired his cognitive functions, ultimately leading to his loss of consciousness and subsequent drowning in the shallow water. The coroner ruled Richard's death as accidental and emphasized the inherent dangers associated with attempting to cross the border in remote areas outside designated crossing points
