In the large bowl of a stand mixer fitted with the dough hook, mix the flour, dry milk, sugar, garlic powder, yeast, and salt to combine, for 15 to 30 seconds
Transfer the dough to a greased bowl, cover with plastic wrap, and let rise for 60 to 90 minutes, until nearly doubled in size.Toward the end of the rise time, in a small pot, melt the butter. Add the garlic and cook, stirring, for about 1 minute, until fragrant. Remove from the heat. Stir in the garlic powder and Italian herb seasoning.
Brush the surface of the dough with the garlic butter , then carefully make 2 stacks of dough, each using 6 buttered strips.
