Jean-Francois Cloutier and his wife Mitra Cowan have done it again with their latest tongue-in-cheek display poking fun at the frequent power outages in NDG.

This year’s frequent power outages in NDG have inspired one family’s head-turning Halloween décor. Global’s Brayden Jagger Haines has the details.

“If you can find the decor that hits the interests of people in the neighborhood then it’s going to be a hit,” Cloutier said. In 2018 their Halloween decorations featuring construction workers made headlines because of gripes over the Turcot interchange work being done.
