Former Charlottetown councillor Cecil Villard announced his intention Sept. 8 to run for city mayor in the Nov. 7 municipal election. Dave Stewart • The GuardianCHARLOTTETOWN, P.E.I. — Former Charlottetown councillor Cecil Villard has announced his intention to run for city mayor in the November municipal election.

Villard has worked as a senior health-care leader and in various senior leadership positions for most of his career life. He has also worked extensively with the three levels of government and was active at the national level with the Canadian Federation of Municipalities, serving on the finance and administration committee, as well as Foreign Affairs and Intergovernmental Relations.

As former chair of the city's finance committee, Villard said he’s concerned about the debt and the cost of property taxes for household and commercial property.Former vice-chair of the Canadian Capital Cities Organization and served five years on committees of the Canadian Federation of MunicipalitiesServed on national and local boards including Special Olympics Canada, Canadian Mental Health Association, National Home Care and Palliative Care, Special Olympics P.E.I.

Villard said one of his key priorities will be working to regain the trust of the citizens and the staff of the city."It not only influences the job performance and satisfaction of city employees, but also how council performs. Leadership is critical to good public governance, including good planning, efficiency, transparency and accountability."
