Candidate Rudy Lopez is using the February fatal dog mauling to attack District 5 Councilwoman Teri Castillo. She says her office never received constituent calls about the dogs or their owners.

In a response to a fatal dog mauling in February, the city’s Animal Care Services will now issue criminal citations to dog owners when their unrestrained pets leave their property and bite a victim. In the fight for City Council District 5, an opponent blamed incumbent Councilwoman Teri Castillo for a February dog attack that killed an 81-year-old man — a move Castillo called “desperate.

But Castillo said neither she nor her staff had any knowledge of the problem until after the attack near the home where the three dangerous dogs lived in the 2800 block of Depla. It’s one of, which Castillo has represented since she defeated Lopez in a June 2021 runoff for the open council seat representing the West and Southwest sides.

Lopez maintains that the sheer volume of calls should have prompted someone in the city to alert the District 5 office about the Depla home. The retired SAPD ID section supervisor is one of two people seeking to unseat Castillo in the May 6 election. Arturo Espinosa, a chemical engineer, is the other challenger.
