, a member of the public safety committee, said she was troubled to read that McManus had overruled a recommendation to suspend Officer Robert Gonzales Jr. for 30 days. McManus has imposed disciplinary sanctions in similar cases in the past, the Express-News reported.

Both City Manager Erik Walsh and Assistant City Manager María Villagómez, who oversees the police department, declined to be interviewed about the Gonzales case. They said local and state laws prohibit them from discussing personnel matters unless they result in formal discipline. Investigators gathered key card records and security video showing that Gonzales drove into the city-owned lot at Santa Rosa and César E. Chávez in May 2021 and allowed the woman into the lot, according to sources familiar with the investigation.

The civilian members, by a split vote, did not sustain the allegation against Gonzales and thus did not recommend any disciplinary action. Gonzales, who was McManus' personal driver for three years, later was transferred to overnight patrol at SAPD’s Central Substation. He did not respond to a phone call seeking comment.
