The European Union has pledged to donate 200 million extra doses of Covid-19 vaccine to poorer countries and will create a new medical authority to help prepare for future health crises, European Commission president Ursula von der Leyen announced Wednesday, as Brussels faces criticism for failing to deliver on its existing vaccine promises.

von der Leyen said the new agency—the Health Emergency Preparedness and Response Authority —is intended to “make sure that no virus will ever turn a local epidemic again into a global pandemic,”
