A dangerous-offender assessment has been ordered for Jacob Matthew Lilly before he is sentenced on a charge of aggravated assault from the group beating of an inmate at the Dartmouth jail in December 2019. - SaltWire file photoA Nova Scotia Supreme Court judge has ordered a dangerous-offender assessment for a young man awaiting sentencing for his involvement in the group beating of an inmate at the Dartmouth jail three years ago.
Anderson suffered stab wounds and a life-threatening buildup of air in his chest cavity but made a full recovery. “This is potentially a first step. If the process were to go on to the second stage, it would involve a substantial amount of evidence and an assessment report prepared by a . ... This step does not involve the same requirements for evidence as the second step. This is a first-stage application to determine if there are reasonable grounds.”In June 2016, Lilly entered a home and demanded drugs and money. He and another person assaulted the victim in the home for more than an hour.
In July 2020, Lilly assaulted a correctional officer at the Dartmouth jail by shoving him with both hands. He was given a 75-day sentence. A letter from Laura Langille, a social worker at the Dartmouth jail, said Lilly has shown significant insight into how his upbringing and social circumstances have contributed to his experience of incarceration. She said he has enhanced his ability to cope with difficult emotions and situations and develop more pro-social coping strategies.
