The plans for the 20-hectare property are being presented at Halifax regional council on Tuesday as the start of a long planning process that will require several changes to land-use bylaws and planning strategies.

The Mic Mac Mall property in Dartmouth. The owners, Rank Inc., are planning a massive development that would add over 2,000 residential units as well as one million square feet of flexible retail and commercial space to the site. - W.M. FaresSeven, 30-plus storey towers. Five, nine-storey buildings. A 12-storey seniors living complex. And that’s just the start of what’s planned for the parking lots of Mic Mac Mall.Halifax developer Joe Ramia, president of Rank Inc.

Rimon Soliman, principal architect at W.M. Fares, said the design is unique and will be a destination because it focuses on pedestrian access and public open spaces. A pedestrian corridor through the site was carved out first before the footprints for the buildings were positioned. The pedestrian corridor will have vegetation, water and garden features with the idea that it would connect to the Shubie Park trail network via a pedestrian bridge over Highway 111.

The current site – the mall was built in 1973 – was mostly designed for vehicles “with some pedestrian connections” wrote Fralic. This planning process will identify all public infrastructure that will be needed. J.D. Irving Ltd. owns a parcel of land and an office building in this future growth node, noted Fralic. They are aware of the planning process and haven’t submitted a proposal for their property, she wrote.

In the application filed by W.M. Fares, they wrote this proposal “seeks to use this opportunity to rebrand the existing Mic Mac Mall moniker into something more culturally appropriate. Still in early stages, numerous studies, polls, and surveys will be implemented to derive acceptable branding that champions a sense of place, and inclusivity.
