By March 2020, Spidel told his assistant deputy minister, Deborah Bradley, he would be recusing himself from the file due to concerns he had heard about his brother’s role at Medavie. Spidel continued to direct the policy and development of the mobile mental health unit model throughout February and March of 2021 before again officially delegating the file to Bradley after speaking to Sullivan Curley on March 25, 2021.

While she found Spidel had taken some steps to recuse himself from some aspects of the mobile mental health file, she ultimately found Spidel had not fully complied with conflict of interest policies. Sullivan Curley’s report was not tabled in the legislature and was released to the Eastern Graphic through a FOIPP request. SaltWire later obtained it from the executive council.
