That’s due partly to two-year-old changes to drunk driving laws that keep first-time offenders out of the criminal justice system, but toughens sanctions that include immediate vehicle seizure and licence suspension. Also this year, city police have laid 87 drug-impaired driving charges — seven of them this month — with the vast majority involving opioids, pain killers, methamphetamine and cocaine.
