Smith and the health-care administrator, Dr. John Cowell, have both declared the system crisis to be over. Smith didn’t use those words Monday morning, but her meaning was clear. She stayed mainly with key rural issues such as roads, schools, school busing and especially the UCP’s new plan for forcing oil companies to pay back municipal taxes.
Smith’s speech at the evening Leader’s Dinner was a highly partisan crowed-stirrer, packed with Calgary boosterism and slams at the NDP. She pledged “zero tolerance for public social disorder and violence on our streets . . . Let me be clear — our government will do whatever it takes to clear up our streets and give them back to Albertans.”
