Smith and the health-care administrator, Dr. John Cowell, have both declared the system crisis to be over. Smith didn’t use those words Monday morning, but her meaning was clear. Smith’s speech at the evening Leader’s Dinner was a highly partisan crowed-stirrer, packed with Calgary boosterism and slams at the NDP.
