Flanked by local, county and state law enforcement officials who endorsed the idea, Menendez announced the proposal in Wood-Ridge Tuesday. Of the 21 arrests made, six New Jersey residents and a Monmouth County business were charged with receiving stolen converters, which is why the problem needs to be tackled on the federal level, Menendez said.
