He denied any interest in a sexual relationship with his co-worker, and told the hearing he held her hand during the test drive because she appeared nervous and upset.
The woman did not report the incident since it was unrelated to their work. More broadly, Casey said the city has a duty to maintain a safe workplace for its employees and to protect the public and its own reputation, as outlined in its labour policy.
