India can’t unilaterally suspend Indus Waters Treaty, say former diplomats

ISLAMABAD India’s reported suspension of the Indus Waters Treaty following the recent Pahalgam attack has drawn strong criticism from former diplomats and political leaders in Pakistan, who say New Delhi has no legal authority to act unilaterally.

The treaty, signed in 1960 and brokered by the World Bank, governs the sharing of the Indus River’s waters between India and Pakistan. It has survived wars and decades of strained relations, but India’s recent move, allegedly in response to the killing of 26 tourists in Indian Illegally Occupied Jammu and Kashmir , has reignited tensions. Speaking to media outlets, former Pakistani High Commissioner to India Abdul Basit stated that the treaty cannot be suspended or terminated without mutual agreement. “India cannot immediately stop Pakistan’s water,” he said, warning that any aggressive step could further destabilise the region. Echoing his views, senior politician and former senator Mushahid Hussain Syed accused India of using the Pahalgam incident as a political excuse. “Unilateral suspension of the treaty is a clear violation of international law and could be seen as an act of war,” he said, urging Pakistan to inform the UN of what he described as false accusations. PPP Senator Sherry Rehman also referenced past incidents where India had wrongly blamed Pakistan, calling for caution and international oversight. The Indus River is vital for Pakistan’s agriculture, and experts have long expressed concern over India’s upstream control. The situation has prompted renewed calls for international mediation to prevent further escalation between the nuclear-armed neighbours.
