Ivory Coast will become the sixth African country to eject its French military contingent in less than three years, leaving Paris with bases in only two countries on the continent and signalling the collapse of its decades-long strategy of security partnerships in its former colonies.

The United States has suffered a similar reversal of its long-standing military links, with its troops kicked out of Niger and Chad over the past year. It has been forced to close a drone surveillance base in Niger that it had built at a cost of US$100-million just a few years earlier.Russia has been the biggest beneficiary of the Western departures from Africa, deploying its troops in several countries since 2022 to replace the French and the Americans. Its supply chain to Africa was placed in jeopardy after the recent toppling of its Syrian ally, former president Bashar al-Assad, but it is now reinforcing its presence in Libya to compensate for the potential loss of its Syrian logistical hubs. Ivory Coast was one of France’s staunchest allies in Africa and a long-time military partner. But President Alassane Ouattara announced the French withdrawal in a New Year’s Eve speech to the country, making it clear that it was his government’s decision. “We can be proud of our army, whose modernization is now effective,” he said. “It is in this context that we have decided on the concerted and organized withdrawal of French forces.”The French military base at Port-Bouët will be handed over to Ivory Coast’s military and will be renamed in honour of the country’s first defence chief, Thomas d’Aquin Ouattara, he said. France has an estimated 600 troops in Ivory Coast. After the withdrawal, it will have bases in just two African countries: Gabon and Djibout
