To top it off, the film phases in a complicated relationship between Frank and the new police chief, Captain East , but in the end, this devolves into a poorly contrived redemption arc.struggles to communicate any urgency at all, and once Jake takes Frank’s daughter and her girlfriend hostage, it becomes painfully apparent that there is nothing to fear. From that point, you strenuously await the final confrontation.
