Work on Chequerbent roundabout bypass to start within two years provided Bolton awarded Ryder Cup

The relief road, which developers claim would knock an average six minutes off peak time journeys, is dependent on wider plans for a golf resort

Detailed plans for a relief road for the notoriously congested Chequerbent roundabout in Bolton have been approved. However, the road will only be built if developers Peel get the go ahead to host golf’s Ryder Cup at the nearby Hulton park site.

The wider development, which enjoys outline planning permission, will see the restoration of Hulton Park through the creation of a championship golf resort, along with around 1,000 homes, roads, community facilities, paths and trails. The golf resort is designed to host the Ryder Cup golf tournament in 2035 but no decision has been announced on the host venue, with Hulton Park on the shortlist to be the European location for the bi-annual event. A planning meeting last week deliberated on reserved matters for a link road called the Park Avenue Link Road, which would take traffic off Manchester Road and lead to Platt Lane. The scheme would take some traffic away from the Chequerbent roundabout, which is often congested, with queues forming in both directions along the A6 and sometimes stretching to the M61 slip road. The scheme, which already enjoys outline approval, would see a new three kilometre long strategic road built between the A58 Snydale Way, which connects to Junction 5 of the M61, crossing the A6 Manchester Road and connecting into North Road and Platt Lane to the south of Green Common Lane and north of the existing railway line. Aspirations for a link road within the area date back to the 1960s, however, despite best efforts funding has never been received, with the latest bid for funding being rejected by the Government in 2020. A meeting of Bolton’s planning committee heard from Richard Knight from Peel. He said: “The first part of the route from Snydale Way to the A6 has already been approved in detail. “This application continues the route from the A6 to Platt Lane effectively completing a bypass of Chequerbent roundabout. “The need for a bypass has been identified since the 1960s and there have been many attempts over the past decades to get things going while traffic conditions have worsened. “These plans are overdue and represent the only proposal for this end of the wider strategic link from the M61 to the M6 in Wigan . “Traffic modelling shows that in the evening peak the journey through junction 5 along Snydale Way to Chequerbent would reduce from an average of over six minutes to under two. “In the opposite direction in the morning peak it would save over two minutes. “The delivery of Park Avenue will improve the lives of people in Westhoughton making it easier to travel to work and school. “Delivery does remain conditional on the Ryder Cup but. He added that as Peel owned all the land and detailed design work had been done that ‘there was no reason the work could not be started in the next two years’ if the golf tournament bid was successful. Coun David Wilkinson, who opposed the plans, said that if the road was built ‘in a few years time we’ll be back to square one’. He added; “”This is not what’s required not only for Hiltin estate development but the development of Westhoughton. “My belief is this is a cheap bypass, it will not deliver for the long term. “Westhouhgton deserves a proper road link to serve the community.” A majority of councillors voted to approve the plans.
