The fire department’s final report into the fatal April 11 fire found a smaller fire three days earlier had resulted in the automatic sprinkler system being turned off. Because the fire alarm system was not in service, the building was required to post a person 24 hours a day to watch for fire.On the morning of April 11, building staff contacted a company to have the sprinklers and smoke detector serviced, the report said. The fatal blaze broke out around 11 a.m.
Asked why it took three days to request the fire-suppression system be reset, Abbott replied: “Our policy is, and always has been, to call our fire services contractor to reset systems immediately following a fire sprinkler activation. It’s not clear, based on the records available to us, whether this happened. We do know a call was made Monday morning, several hours before the April 11 fire started.
An internal Atira report that tracks incidents such as drug poisonings, deaths, and violence inside the buildings showed the Winters was a relatively quiet SRO and had few reports of fires or floods. In hindsight, staff may have paid less attention to potential fire risks in the hotel because it was considered low-risk, Abbott said.
It was a shock to many when their remains were found 11 days after the blaze, during demolition. Garlow was found in the hallway outside her unit, suggesting she may have been trying to escape when she died.
