The proposed change would have increased the snow-clearing threshold on residential streets from 10 centimeters to 15 centimeters, a move that sparked significant public outcry. Coun. Janice Lukes, who represents the Waverley West ward, held two budget consultations and found that residents were overwhelmingly opposed to the change.
They expressed more concern about snow removal than the associated tax increase, which is projected to be almost six percent, adding $121 to the taxes of a typical home valued at $371,000.In response to the public backlash, the pilot project increasing the snow-clearing threshold has been scrapped. Mayor Scott Gillingham emphasized that the city's budgeting process is designed to be open and transparent, allowing residents to provide input after the draft budget is presented. He pointed out that this level of public engagement is not common in provincial or federal governments. Gillingham expressed confidence that Winnipeggers will ultimately support the budget, highlighting the investments it makes in community safety.The tax increase, he explained, will fund crucial services such as public safety measures, including the hiring of more police officers, community safety officers for public transit, and additional firefighters to address the growing number of fires in the city.
