In British Columbia, endangered wild Pacific salmon migrate through plumes of pathogens and parasites that enter the water from industrial feedlots of Atlantic salmon spewing these “externalities” onto their migratory routes. Science and common sense tell us this is ecologically reckless. Every other jurisdiction on the Pacific coast of North America has banned these disease superspreaders. But in Canada, the Department of Fisheries and Oceans appears captured by the aquaculture industry.

Embracing naked conflicts of interest, DFO allowed industry personnel a seat at the table when discussing how to diagnose the condition. Effectively, DFO and industry defined the disease out of existence—at least in B.C.. They added multiple criteria for diagnosing HSMI—not used anywhere else in the world—that have made it impossible to diagnose it. DFO won’t diagnose HSMI in an individual fish unless HSMI has first caused population-level mortality.
