Belching cows, diesel-guzzling tractors or fertilizer are often identified as contributors to a food system's environmental footprint. But some say Ottawa is out to lunch on food waste — and policies to prevent it could reduce emissions in a big way.

A belching cow, a diesel-emitting tractor, excess fertilizer washing into a nearby river — these scenarios are what the average person imagines as the food system’s environmental footprint. Policymakers in the federal government likely do, too: the action taken to transform Canadian food systems in the face of climate change has almost exclusively focused on methods of food production at the farm level. Injections of cash to producers via government programs to facilitate eco-friendly practices, like the On-Farm Climate Action Fund, have been at the heart of national agri-climate policy.

No doubt, there is practicality in building environmentally sound food systems from the ground up — literally. But what about afterwards, when that crop is ready to be plucked from a field, the hog is ready for harvest or the cow has been milked?
