Larry Kudlow, President Donald Trump's top economic adviser, said Friday that the White House is making contingency plans in case there is a second wave of the new coronavirus—but that those plans don't include another shutdown.

Texas became one of the first states reopen when Governor Greg Abbott announced on April 17 that retailers could offer curbside or home delivery of goods, and allowed restaurants, shopping malls, movie theaters and museums to reopen on May 1, with limited capacity.

Only three states—Nevada, Ohio, and New Hampshire—aren't reopening their economies yet, according to aMany of the state governors who imposed stay-at-home orders at the end of March began announcing their plans to reopen a day after a teleconference in which Trump unveiled his three-phase plan to resume the U.S. economy.
