On Monday, Elizabeth Roy tabled what she described as the ‘Strong Mayor’s Budget,’ which calls for a 4.5 per cent increase to the town’s budget.The new draft of the budget means a slower phase-in of funding for infrastructure. The previous draft included $3-million for each year between 2025 and 2027, while the new draft includes $1.45-million for 2025, $1.85-million for 2026 and $2.6-million for 2027.

“At the October 28th Committee of the Whole meeting, staff outlined that the town currently has an infrastructure funding gap of $10.8-million; that is the town’s annual funding versus the town’s required annual funding to keep the town’s aging infrastructure in a state of good repair is short $10.8-million, annually,” wrote Roy in a memo to councillors. “However, town staff noted that they are working on an update of the plan to include levels of service and a financial strategy.

Officials say the property tax bill of an average home, valued at $503,000, will increase by $99 in 2025.Councillors can also suggest amendments, although the mayor has the power to veto them. Council would need a two-thirds majority to override that veto power. This would be dealt with at a special council meeting on November 28.
