The Town of Whitby is reviewing their e-bike and e-scooter bylaw to find out if they can hold parents responsible when underage children are caught using them.
Council unanimously passed a motion at their meeting on September 27 asking staff to investigate and consult with other departments and agencies, including Legal Services and Municipal Law Enforcement. If they are able to make the change, parents would have to answer when children under the age 16 are caught riding e-bikes and e-scooters.
If their child is old enough, parents would also be responsible for when kids ride on sidewalks and other areas they’re not allowed, carry passengers, make unsafe decisions, use a handheld device while riding, don’t comply with lighting, bell or horn requirements or violate other safety rules. The motion calls for the town to come up with a penalty for the parent, such as a fine or other punishment, and could include escalating penalties for repeated offences.
