Let’s start with what we know: barring a wildly unlikely but still mathematically possible combination of procedural glitches , by this time next week, Justice Paul Rouleau’s report on Prime Minister Justin Trudeau’s unprecedented decision to invoke the Emergencies Act in response to the rolling cross-country anti-COVID vaccine mandate blockades that gridlocked the capital and shut down key Canada-U.S. border crossings in Alberta and Ontario will be available for public perusal.
MPs and senators, however, may have to wait a bit longer to put their thoughts on Rouleau’s findings on the parliamentary record. Under the terms laid out in the Emergencies Act itself, the report “shall be laid before each House of Parliament within 360 days after the expiration or revocation of the declaration of emergency,” which, in this case, would set the deadline for Feb. 20, 2023.
