Understanding what went wrong with the Titan submersible will require careful collection of debris, and an investigation that could take months, experts say.

Mystery still surrounds the circumstances that caused the implosion. The bodies of the men have not been recovered, and the debris has yet to be fully collected and examined, leaving more to do, maritime experts said.

The families of former French navy commander Paul-Henri Nargeolet, British adventurer Hamish Harding, British Pakistani businessman Shahzada Dawood and his teenage son Suleman Dawood, and OceanGate Expeditions CEO Stockton Rush have expressed their shock and grief.“These men were true explorers who shared a distinct spirit of adventure, and a deep passion for exploring and protecting the world’s oceans,” OceanGate spokesman Andrew Von Kerens said in a statement.

Boxall said many people who work in the field had been “fairly certain this was going to happen” but did not want to strike a “defeatist” tone while the widespread search-and-rescue operation was continuing. Now, the focus would shift to piecing together what went wrong, he said, similar to an air accident investigation.

“Liability is a complex matter and will have to be discussed by the lawyers, as it seems there were several disclaimers that had to be signed by the passengers,” Carlton said. He noted that jurisdiction would also be a tricky issue since the accident occurred in international waters that don’t come under any one nation’s legal rules.

The deaths also raise the question of whether the company that operated the vessel, OceanGate, will pay to have the remnants of the vessel recovered — and at what cost.

The entire expedition began in early May in St. John’s, Newfoundland, in Canada and was expected to last until the end of June. That's according to documents filed in a federal court in Virginia that oversees matters involving the Titanic shipwreck. Each mission lasted eight days, but it wasn't clear how many missions took place before the fateful trip – or how many were scheduled to occur afterward. Eighteen total dives were planned. The Titan vanished Sunday – the first day of its latest voyage.
