Putin calls his invasion a “special military operation” to disarm Ukraine, defend its Russian speakers and prevent Kyiv cozying up to the West.
A Western official said Putin could also announce the declaration on May 9 in order to build further support for his operation in Ukraine. Declaring all-out war with Ukraine would entail two things the Kremlin has so far tried to avoid: martial law and mass mobilization. Martial law would close the country’s borders and nationalize large parts of the economy, which is hanging by a thread. Putin has been anxious to maintain a semblance of normality in Russia amid crippling Western sanctions, ordering his cabinet to come up with financial aid for families and businesses.
