A homeowner who shot and killed a 13-year-old boy after seeing someone 'tampering with vehicles' on Saturday morning is a city government employee in Washington, D.C.
D.C. Police Chief Robert Contee has declined to identify the government employee, but said Tuesday that he is a Black man with a concealed carry permit..
