Kelly James Toop, serving a life sentence for first-degree murder, acts of indecency, attempted murder, and rape, has been granted day parole up to 96 hours a month with strict conditions. Toop's past crimes include the murder of a woman he sexually assaulted in 1980 and the attempted murder of another in 1982. He was previously denied parole several times but was granted day parole in June 2024 before it was suspended in October due to complaints of inappropriate behavior. Despite concerns, the Parole Board of Canada has now granted him day parole again, stating that sufficient risk management strategies are in place to protect society.

A violent sex offender originally from Williams Lake, B.C. has been granted day parole up to 96 hours a month with conditions.

In granting Toop this latest day parole, the board said it is of the opinion there are “sufficient risk management strategies in place to ensure effective social integration and protection of society” during his release. He must follow a treatment plan arranged by his parole supervisor and not enter a drinking establishment.
