VICTORIA — With the New Democrats approaching decision day on a public inquiry into money-laundering, their expert-on-retainer, Peter German, laid out the pros and cons in his latest report.
But the former senior RCMP officer cautions against assuming that a public inquiry would necessarily lead to charges, convictions and jail time for offending politicians and public servants. A public inquiry, given more time and the power to summon witnesses and documents, could readily uncover more leads.
One key question for the New Democrats is how far back should the inquiry go in time. Just to the last few years of B.C. Liberal government? Or should it also survey the NDP years, where some evidence suggests that casino money laundering got its start? The German reports suggest that many of the failings on the money-laundering file can be blamed at least partly on the federal government and its agencies.
German again: “A decision would also have to consider whether there is a need for greater public awareness than already exists; whether current recommendations for change suffice.” Last month he fretted that a public inquiry might not add much to B.C.’s stock of knowledge and remedies on the money-laundering file.
