Leaders will issue a ten-point declaration reaffirming European unity and will produce the outline of a strategic agenda for the incoming European Commission.
This summit was scheduled shortly after Britain voted to leave the European Union as an opportunity for the EU to proclaim its vision for a post-Brexit future. British Prime Minister Theresa May is not attending and officials have been determined to keep Brexit off the agenda. There will be the outline of the forthcoming strategic agenda which, every five years, sets out the priorities of the incoming commission and parliament.
