A violent war against the poor, the vulnerable, the marginalized, and the addicted is taking place across Canadian cities.
Of course, it’s impossible to solve a set of structural conditions and crises with fences and handcuffs. These are the wrong tools. Clearing the camp and blocking entry into public spaces will not rid Regina of its homeless issue.
The shelters are full. When there are spaces, there are limits to length of stay, drug abstinence/sobriety requirements, and curfews. The system is inadequate. When city council unanimously approved a Housing First approach in June 2022, there was a glimmer of hope that Regina would take an active role in lifting people out of the streets. In fall 2022, this commitment disappeared as the fully financed plan to end houselessness was excluded from the municipal budget.
When we use the term “public safety,” we tend to have a restricted sense of who constitutes the public. While the homeless population is a part of the public, they tend to be understood as a threat to “public safety.” The safety of a “legitimate public” — a housed population — is achieved through violence against an “illegitimate public” — the homeless — who must be controlled/removed.
