Just this month, two broken pipes resulted in hundreds of millions of gallons of sewage tainted water flowing into the United States.
EPA officials are trying to transfer the money to the International Boundary and Water Commission, a federal agency that can build the sewage infrastructure. The transfer was approved twice in the House of Representatives, but has stalled in the Senate because of Capito.
