University Heights City Council voted Tuesday (Sept. 5) to hire the firm SCS Engineering to make recommendations on carrying out a loose recycling plan. In February, council passed an ordinance that continues backyard collection of recyclables in loose, rather than bagged, form. Mayor Michael Dylan Brennan, however, has been calling for automated curbside collection of recyclables.

Brennan favors a switch to automated, curbside collection, which he has said is more cost effective and would free up money for the city to pay for other services to be performed for residents, or more amenities, such as senior services. Service department workers now collect from a different part of the city on each of four days, and use Fridays to collect items that may have been missed earlier in the week.

”Things can’t stay as they are,” Brennan said of backyard collection. “Even the people on council who don’t have this right realize we do have to make a change. We have to change to loose recycling pickup. The question is, how? Brennan stated that the strenuous nature of the job of picking up heavy containers from house after house, combined with the job market, makes it difficult to hire employees to collect garbage and recyclables from back yards.

“I presented a budget analysis of five different scenarios with the various methods of curbside collection versus backyard, versus loose, versus bagged,” Sax said. “There was negligible difference in the cost between those five scenarios, with the exception of service department reduction.”
