Three petitioners are trying to quash Victoria city council's decision to close two parks to overnight sheltering in April.
The City of Victoria is facing a lawsuit over a council decision to incrementally restrict the parks where people can shelter overnight.
“The lack of affordable housing often means parks are the only places possible to shelter. When the city decides to remove that, they put their lives at risk and there’s nothing abstract about that,” said Kirby.that the City of Victoria couldn’t prevent people from sheltering in parks unless it could show that it had enough places indoors for them to go.“It’s effectively tantamount to the outright prohibition Adams says was unconstitutional. Deaths by a thousand cuts,” said Kirby.
Niki Ottosen, a volunteer outreach worker with the Backpack Project, says the city knows shelters and restricting sheltering in parks aren’t the answer.
